Law enforcement and private-sector providers are invited to express their interest in the third collaborative learning exercise (CLE) for cell site analysis for geolocation. 

Organised by the FCN, the exercise will specifically test approaches to radio frequency propagation surveys (RFPS).  

These are used during criminal investigations to help identify the possible location of a device, and involve interpreting RFPS results, processing call data records, and reporting of results. 

The exercise will ultimately enable organisations to maintain or work towards compliance with the Forensic Science Regulator’s Code. The CLE itself has been commissioned by the Office of the Forensic Science Regulator (OFSR).  

Public and private-sector organisations in the UK can take part. To be eligible, organisations must have a senior accountable individual registered with the OSFR and access to equipment and software to undertake RFPS. 

This CLE follows on from two previous successful cell site exercises during 2023-2025.  

The exercise works with FCN generating communication data for a simulated scenario, which is then provided to all participants for analysis and reporting. All reports are analysed by FCN, with common themes, issues and trends shared with participants, as well as participant-specific feedback. A collaborative workshop is held to discuss all learning points. 

Participants are expected to conduct their surveys, analysis and reports during January-March 2026.
